Three robbers hide a stolen jewel inside a stuffed animal at one of the midway games in an amusement park. When Jack—a teen with a part-time summer job in the park—his best friend David and two girls hang out at the park, they get mixed up in the robbers' scheme to take back their jewel.

After the museum's board of directors' attempt to have him fired is blocked by the chairman, who has taken a liking to Bean, they send him to Los Angeles to act as their ambassador for the unveiling of a historic painting to humiliate him. Fooled, Mr. Bean must now successfully unveil the painting or risk his and a hapless Los Angeles curator's termination.

Two secret agents are dispatched to find out the formula but they devote more time to having sex with each other than they do going after the scientist. Pretty soon everyone in the area is after the scientist but they also wind up spending more time having sex with each other.
